The authors offer their views on the World Intellectual Property Organization Copyright Treaty (WCT) and the Digital Millennium Copyright Act (DMCA) of 1998. The authors believe that the U.S. Congress failed to achieve a balance of interests (for producers and consumers) when they established new rules forbidding circumvention of technical protection measures (TPMs) used by copyright owners. << 收起
